Eleven work worn men sitting on a flat car. Some have lunch pails. The train may be jitney to haul them to & from work. Several ties are loaded on it, perhaps they are "gandy dancers", ca. 1900-1910. (Gandy dancers is a railroad term for people working on the tracks.)
