A California State bond measure in 1911 resulted in the construction of a 16-foot-wide Portland Cement circuitous highway over the Santa Cruz Mountains, completed in 1921 at a cost of $39,000 per mile. Approximately 8,000 automobiles passed over the new highway the first Sunday it was open. ROS080
