It consists of a graduated circular brass scale connected to three long metal arms. The center arm is permanently fixed at 0 degree mark. The outer arms are free to rotate independently left or right around the circle. The verniers/micrometers act as clamps and fine adjustment screws which are built into the moving arms to lock them at highly precise angles.
