"According to Alice Meigs this was a float in a parade. The picture painted by the [illegible] scenic artist whom E.V. Bird hired to paint the scenery for his theater here. It represents the time Joseph Meigs was attempting to get the salary of the teacher at Barstow School raised from $500 to $750 and was opposed by the other two members of the School Committee - Dr. Cannon and Capt.
