Envelope to Har. James W. Satter Secy. of International Affairs Harrisburgh, Pa. The front of the envelope has a United States flag crossing a Cuban flag under an American Eagle at the top left corner. The postmark and cancellation reads "Philadelphia, Apr 2 2-30PM 1899 PA" there are two green one cent stamps with the inage of Benjamin Franklin on each on the upper right corner of the envelope.
