The item is a booklet of the speech of the Hon. William McKinley, Jr. of Ohio in the House of Representatives on Friday. May 18, 1888. The speech was on the Mills Bill- Tariff Legislation. The front of the booklet has the quote, " Absolute freedom of exchange within our own borders and among our own people is the law of the Republic. Reasonable taxation and restraint upon those without is the dictate of enlightened patriotism, and the doctrine of the Republican. " The item was printed by Gray & Clarkson Printers in Washington, D.C. in 1888.
