Mr. Winslow's syrup was a very popular way of addressing the pain of teething in infants. The problenm was that it contained morphine resulting in the death of many children and passage by Congress of the Pure Food and Drug Act of 1906. That legislation required ingredients to be noted on labels with restrictions to dangerous substances. It was not until 1912 that the Shirley Amendment was passed to prohibit false clams on labels.Condition
