Azizim Süleyman Efendi’ye, 21 Mayıs sene 1339 tarihinde vermiş olduğunuz telgrafı 22 Mayıs 1339’da aldım ve şimdi Ermeni ve Rum muhacirlerinin Samsun’a gönderilmesi hakkında cevap veriyorum. Samsun’da on bini mütecaviz muhacirlerden ve muhacir vapurlarının ne zaman Samsun’a geleceğine dair dairede bir suret yoktur. Bilhassa muhacirler arasında zuhur eden hastalıkların önünün alınması için elimden geleni yapmaktayız. Bir de dahilden gelecek olan muhacirlerin şahsi malları için ve bu suretle hastalığa mani olmak için tedabiri lâzime ittihaz edilmiştir. Muhacir vapurlarının Samsun’a gönderilmesi için birkaç defa telgraf verdim ise de hiçbirisine cevap alamadım. Bu açıdan, bundan böyle bir müddet için vapur gelemeyecektir. Bu sebebe mebni, mevcut miktarda muhacirlerle uğraşamayacağız… bir taraftan vapur…

Scope and Content

The message was sent by James Crutcher, who assumed leadership of the Near East Relief Samsun Unit on 17 July 1922. The document is an Ottoman Turkish transliteration of his message, likely prepared to inform Ottoman/Turkish officials of the growing refugee crisis in Samsun, particularly concerning the influx of Armenian and Greek refugees, overcrowding, disease prevention, and the lack of available transport vessels. The surviving document appears to be incomplete, with additional pages evidently missing, as the text breaks off mid-sentence The document reads: My dear Süleyman Efendi, I received the telegram you sent on 21 May 1339 on the 22nd of May 1339, and I am now writing to you regarding the sending of Armenian and Greek refugees to Samsun. In Samsun, there are already more than ten thousand refugees, and there is no clear information as to when the refugee ships will arrive. In particular, we are doing everything in our power to prevent the spread of diseases that have appeared among the refugees. Additionally, necessary precautions have been taken concerning the personal belongings of the refugees who will arrive from the interior, in order to prevent illness. I have sent several telegrams regarding the dispatch of refugee ships to Samsun, but I have received no response to any of them. For this reason, it appears that no ships will be able to arrive for some time. Therefore, we will not be able to cope with such a large number of refugees… On one hand, the ships… (text incomplete)
