Identifying windshield placard for the Industry and Institutions branch of Michigan Civil Defense. Laminated Plastic card 5 7/8" by 3 7/8" with two rubber suction cups. Could also serve as a brassard utilizing a string wrapped around the cup bases. Made by Emeloid in Hillside, New Jersey.
