Four legal size pages printed in faided black ink. This object is a typed Bylaw concerning the construction of a stone bridge in Pakenham, likely the 5 Span Bridge that remains today. There are a number of handwritten notes within this document that will be transcribed later in this description.
This document concerns the Township of Packenham's attempt to raise 16500 dollars for the construction of this bridge, which will likely be aquired through loan and will need to be paid back to the mortgagor of the money. The description printed on the back of this document is as follows :

BYLAW TO RAISE BY WAY OF LOAN BY THE ISSUE OF DEBENTURES OF THE TOWNSHIP OF PAKENHAM THE SUM OF SIXTEEN THOUSAND AND FIVE HUNDRED DOLLARS FOR THE PURPOSE OF CONSTRUCTING A STONE BRIDGE OVER THE MISSISSIPPI RIVER AT THE VILLAGE OF PAKENHAM AND OTHER WORKS IN CONNECTION THEREWITH.
Whereas the Municipal Council of the Corporation of the Township of Pakenham is desirous of raising by way of laon, by the issue of debentures, the sum of sixteen Thousand and Five Hundred Dollars for the purpose of constructing a stone bridge over the Mississippi River at the Village of Pakenham in the said Township and other works in connection therewith and of borrowing on the credit of the said Municipality the said sum of money, payable in yearly instalments, during twenty years with interest thereon at the rate of four per centum per annum:
And whereas it is expedient and necessary to raise the said sum of money by way of loan as aforesaid to carry into effect the requirements of the said Council and to issue debentures therefor repayable in annual instalments of principal and interest during a period of twenty years:
And Whereas the total amount required by “The Municipal Act “ to be raised annually by special rate for paying the said debt and interest as hereinafter provided is one Thousand and two Hundred and fourteen 12/100 Dollars :
And Whereas the amount of the whole rateable property of the Township of Pakenham, according to the last now revised assessment roll thereof, is Six Hundred and Twenty Thousand Two Hundred and Seventeen Dollars ($ 620217) ;

Existing debentures debt of the said municipality is the sum of fourteen hundred dollars issued under bylaw number 8 for the purpose of public school section No 4 of said Township and no part thereof of the interest therein is in arrears.

THEREFORE the Municipal Council of the Corporation of the Township of Pakenham enacts as follows: -
That for the purposes specified in this Bylaw it shall be lawful for the Reeve or head of the said Municipality to borrow the said sum of Sixteen Thousand and Five Hundred Dollars and to issue twenty debentures of the said municipality for the sum of One Thousand and two Hundred and Fourteen /100 Dollars, each payable on the first day of February A.D. 1902 and on the first day of February in each of the nineteen succeeding years respectively each debenture being the amount of principal and interest computed at the rate of four per cent per annum repayable in each year respectively during twenty years.
That the said debentures shall be dated the day of AD 1901 and shall be payable at the office of the township treasurer .
Each of the said debentures shall be signed by the Reeve of the said Township of Pakenham or by some other person authorized by bylaw to sign the same, and also by the Treasurer thereof and the Clerk of the said Township of Pakenham shall attach thereto the Corporate seal of the municipality.
During the currency of the said debentures there shall be raised annually by special rate on all rateable property in the said Township of Pakenham to the sum of One Thousand and two hundred and fourteen n/100 Dollars for the purpose of paying the amount due in each of the said years for principal and interest, in respect of the said debt.
This Bylaw shall come into force and take effect from and after the final passing thereof.
The votes of the duly qualified electors of the municipality of the said Township of Pakenham shall be taken on this bylaw on friday day the sixth day of september A.D. 1901 commencing at the hour of nine o’clock in the forenoon and continuing until five o’clock in the afternoon of the same day in the several polling subdivisions at or near the following places:

Polling Subdivision Number one at or near Orange Hall, Ceder Hill
Polling Subdivision Number Two at or near school house of School Section No 3
Polling Subdivision Number Three at or near the town hall
Polling Subdivision Number Four at or near the the school house of School Section No 5
And the Deputy Returning Officers shall e and are hereby appointed as follows : -
Polling subdivision Number One Wm S. Commery
Polling Subdivision Number Two John A Murphy
Polling Subdivision Number Three George Y Scott
Polling Subdivision Number Four Edward Anderson
7. On Wednesday day the 4 day of September A.D. 1901 the Clerk of the said Township shall attend at the Town Hall of the said Township at Four O’Clock in the afternoon to appoint persons to attend the various polling places aforesaid and at the final summing up of the votes by the Clerk on behalf of the persons interested in and promoting or opposing the passing of this Bylaw respectively.
8. The Clerk of the said Township of Pakenham shall attend at the said Town Hall at 10 O’Clock in the forenoon of Saturday day the seventh day of September A.D. 1901 to sum up the number of votes given for and against this Bylaw.
