When Norwich University owned the Vermont College campus in Montpelier and used it to house civilian residential students, parking in the surrounding neighborhoods was at a premium. An ordinance was put in place to limit parking on First Avenue, Ridge Street, Kent Street, and Tracy Street to residents. The Montpelier Police Department issued paper parking permits for people to display on the dashboards of their cars. This is the permit issued to Daniel H. Boomhower and Roberta S. Tracy when they purchased their home at 8 Kent Street in July 1993. About 10 years later Ms. Tracy was told that the regulation was still in effect but was no longer being enforced. In December 2023 the regulation was still part of the city's ordinances.Acquisition
