Paul Gauer was born on April 20, 1881, in Milwaukee’s Bay View neighborhood. He became a member of the Socialist Party in 1902 and served as Mayor Hoan’s private secretary from 1916-1920. During that time, he studied law at Marquette University and was admitted to the bar in 1920. That same year he was elected Alderman of the city’s 17th Ward, a post he held until 1936.
