Use unknown, Hand operated machine approx. 20 wide, consists of 2 plates of glass with approx. 1/8 space between them, two blades that operate together. With both blades up, a sheet of paper or other material is placed between the plates of glass. Turning crank (wheel) the forward blade comes down onto the material, the back blade moves back then down onto the material, it then moves forward crimping or creasing the material between the two blades. The forward blade raises allowing the crimped material to move forward then the blade comes down onto fresh material, the back blade lifts and repeats the process creating a pleated or corrugated material.
