The writing of this history was prompted by the inactivation of Benicia Arsenal and under the directive of the Chief of Ordnance,
Two Objectives: first to make a matter of record the basic facts concerning the opertions of Benicia Arsenal and its relationship with the Ordnance activity of the Army and second to attempt to give the reader some appreciation of the colorful and sometimes dramatic events that make up the story of the Arsenal.
