New plaid end papers. 141 lined blue papers list mail sent "Date... / Character... / To Whom... / Amount paid" columns filled out from April 1875 to Sept 1878. Printed across top of each page "REGISTER of Postage Paid on Public Account by [Lt. Col. J. McAllister, ord. Dept. USA] written in ink materials: paper, cardboard, cloth, leather, ink size: 13-11/16" long, 9-1/4" wide, 1-1/4" deep
