This is a letter to General Hitchcox from Briscoe G. Baldwin. He is saying that he furnished 12 carbines to the expedition that is looking for a route for the transcontinental train. The rifles were given to Mr. Shelby. He says that he didn't have any cartridges in store to give the expedition.
