Scope and Content

This is a letter from Captain Callender to Col. Swords in the Headquarters of the Pacific. Callender is trying to have some of the land in Benicia changed from the Quartermasters use to the use of the Arsenal (Ordnance Department). The problem for Callender was that when he was given charge of the Ordnance Department (called Benicia Arsenal at that time), the land he was given was the hilly part of the reservation. He needed flat dry land on which to construct storehouses for munitions. This is his attempt to trade some of his land for land that is flat currently controled by the Quartermaster.
