B/W photo of Benicia State Capitol, completed in 1852. Whether the original purpose of this building was to serve Benicia as a city hall or to act as an enticement for the legislature to locate the State Capitol in Benicia is subject to question. However, the building was offered at an opportune time as a capitol, and the Legislature accepted it, and other promises made by the city, by a vote of 16 to 8 on Feb. 2, 1853. Ranger James Phillips stands at the top of the steps to greet visitors.Collection
