This is probably Edward P Higgins. He is listed in the 1910 census as a tanner born 1882 and married to Mary E also born 1882. Other information shows her maiden name as Leary. She is the sister to Harry Wassmann's mother. In the 1920 census he is shown as apipe fitter at Mare Island and living at 608 E 2nd in Benicia.
