Spaugh, a veteran of more than 20 years service in the Army. Mr. Spaugh came to the Arsenal directly from Letterman Army Hospital, where he had been a patient following three years of duty at Aberdeen Proving Ground in Maryland. During World War II Mr. Spaugh spent a total of 30 months overseas in the Pacific Theatre of Operations.
