Emma Jones began the first Navy Mothers Club in McAllen, Texas, in 1930. Chapter No. 1 began with 29 members. Just before and after World War II, numerous other clubs formed around the U.S. Traveling to Washington, D.C., Jones helped secure recognition of the Navy Mother's Clubs of America from the U.S. Navy itself. The clubs promoted "social, charitable, and educational work among the Navy men and their families," according to a 1941 article in The Monitor newspaper of McAllen. The organization also supported Navy women and Coast Guard members.
