Woodworking carpenter's adze with lipped blade, short wooden handle. No poll. Might be a shipwright's boat building tool. Exact purpose unknown. Iron blade is tapered toward handle and flares at cutting end. Blade sides have slight curl or lip. Rusty, needs conservation. FIC
Might be a gutter adze used for making a dovetail notch in logs.
