Narrow band of turquoise ribbon trimmed in black lace with elastic strip inside. Worn on the leg to hold a ladies stocking in place. Center features an attached pin. Pin description: The pin was originally designed to be worn on the lapel or clothing to promote a celebration in Wrangell. Enamel paint on metal pin in colors green, white, red, and gold. Shady Ladies 1993 Wrangell Alaska, Gold Dust Lil '92. Gold Rush era lady wearing hat & long green and red dress. Oval shape, back side glued to garter. Garter also has two descending ribbons imprinted with Shady Lady, Wrangell Alaska. Might have been part of a Shady Lady costume.
