U.S. Navy regulation uniform dress jacket. Black wool. Double breasted 8 gilt buttons. Sleeves have 2 gold stripes for Lieutenant rank. Black and gold embroidered propeller patches on each sleeve. Officer's service bar attached above breast pocket. (Orange and red background with narrow blue, white, red stripes). 3 outside pockets at each hip and left breast. Probable World War 2 era.
