During the Great Depression, both Canadian National and Canadian Pacific noticed a very large decline in passenger service. Their solution was to create the pooling agreement covering passenger service between Toronto and Montreal as well as Toronto and Ottawa.
Between 1928 and 1929, both Canadian National and Canadian Pacific had similar timetables for running their routes between Toronto and Montreal and Toronto and Ottawa, both taking approximately the same amount of time, and with one run stopping at all stations. No train was scheduled to travel faster than 7.75 hours. Both Canadian National and Canadian Pacific began shortening this to approximately 6 hours by 1930. This shortening however did not compensate for the lack of passengers.
By April of 1933, the pooling agreement was created between Canadian National and Canadian Pacific to begin "pooling of competitive passenger services wherever practicable", the companies immediately pooled their passenger services between Montreal and Toronto. Pooled trains continued to operate well into the 1950s.Collection
