Marrs was Base Commander for the Air National Guard, based at Will Rogers Field in Oklahoma City. Marrs retired as a Reserve Brigadier General and Chief of Staff for Air on the State Adjutant General's Staff and base detachment Commander of the Air National Guard Base at Will Rogers Field January 31, 1960.
