Colonel to assist in the planning for policing liberated Europe and defeated Germany. He already held the Order of St. John and had been awarded the BEM in 1942 for services whilst an inspector in Liverpool City Police with regard to Air Raid Precautions. This group is missing a Home Defence Medal ribbon and the 1939 - 1945 War Medal ribbon, which may mean it pre dates Cargill receiving them to that they have been lost. In 1953 he was also awarded the Coronation Medal. These ribbons may have been worn on either one of his later police uniforms or on his army one until he rejoined the police in 1947.
