Context

On 12th October 1984 a bomb exploded at the Grand Hotel in Brighton, whilst it was hosting guests staying for the Conservative party Conference being held in Brighton, killing 5 people and injuring 31. The bomb was planted by the I.R.A. (Irish Republican Army) in an attempt to kill the Prime Minister Margaret Thatcher and members of her government. This report was produced by Sussex Police in order to provide an update into the incident for members of the Sussex Police Authority in January 1985. In September 1985 Patrick Magee was convicted of planting the bomb and five counts of murder. Police Authorities were created under the 1964 Police Act to oversea the operations of police forces in England and Wales. Initially they were made up of two thirds elected county and borough councillors and one third local magistrates. This changed in 1994 with the Police and magistrates Act, when the proportions were changed and the magistrates were replaced with Independent members. However there were still concerns that no members were elected to the actual Authorities. So in 2012 Police Authorities were abolished in favour of elected Police and Crime Commissioners.
