Use
For an officer to hold handcuffs on a belt.
Context
When Sussex Police adopted Chubb Detainer handcuffs in c1995, the leather holders that they had previously used to carry handcuffs on a belt were found to be too small. As a result larger nylon pouches such as the one pictured were issued. These remained in service until rigid handcuffs replaced older styles then in use, as the rigid handcuffs required special holders.
