Whistles of this type are called general service whistles and despite usually being attributed to police use, they were also used by a number of other organisations as well as the general public. This particular example has a very distinctive top loop and is marked "The City Whistle", both of which suggest it was made by the company of Alfred De Courcy and Co. De Courcy began working for the other company of J.Hudson and Co. until he set up his own in 1888. This continued until 1927 after which his whistle manufacturing business was taken over by Hudson and Co.
This particular whistle was probably made in the early 1920s. It may have been used by the police but without any additional markings it is not possible to tell.
