Tunnel construction at tunnel #1 on the San Diego & Arizona Railway. Southern Pacific Camp Cars sit on the left (SP MW 4018) and SP flatcars on the right loaded with new ties. Reconstruction of collapsed tunnel #3 to create tunnel #3 and #3 1/2. Notice old bent rail in forground.
