Most guests are smiling and facing the camera. At the bottom of the photo, there is an unoccupied chair and empty place setting. A waitress with a bottle in her hand can be seen on the far left, standing in the background. On the reverse, "5523" is written in blue ink in the bottom right corner. The reverse also includes a small label that lists in handwritten cursive the names of all the individuals in the photo. The names do not appear to be written in any sort of discernable order. William "Bill" Carr is the gentleman pictured on the bottom right. Steve Martin might be the individual third from left, based on a photo from his LinkedIn account. He wears a red patterned tie.

The PHMF Golden Anniversary Celebration was held on Thursday, October 27, 1994, to celebrate the 50th anniversary of the Foundation's establishment. The PHMF was incorporated on October 27, 1944. The event was held at the Jefferson Hotel in Richmond, Virginia. William "Bill" J. Carr was the Vice President of the PHMF at the time of this event. Stephen "Steve" H. Martin (1956–) is a Republican with almost three decades of political experience on the state level. He was a member of the Virginia House of Delegates from 1988 to 1994. From January 13, 1988, to January 8, 1992, he represented the 67th district. From January 8, 1992, to February 17, 1994, he represented the 27th district. He represented the 11th district in the Virginia Senate from February 17, 1994, to January 13, 2016. Staff found this photograph in the existing files of Red Hill's collection and accessioned it on May 30, 2024, due to its importance to PHMF's institutional history.
