16mm film was both a popular and economical film used during World War II to capture high quality images.

Context

Film cartridges like these were used by Photographer's Mates and the Naval Aviation Photographic Unit during World War II to capture images of sailors and the US Navy at work. After the United States entered World War II, Kodak stopped production of civilian photographic materials and focused all their resources on the war effort at the request of the War Production Board (WPB).
