With reference to the General Orders of the 6th Dec. 1814 communicating the Gracious Intentions of His Royal Highness the Prince Request of granting to disbanded soldiers locations of useable, wild or waste? land and Crown Reserves in the Canadas -
This Excellency Major General Sir Fred Robinson commanding in the Province of Upper Canada, directs that the following Regulations be Published for the information and guidance of such claimants, who may be desirous of settling in the Province.
Each soldier to be allowed One Hundred Acres Land and to receive his Location from the Superintendant upon his being satisfied that the Claimant is of the Description of his Character to become a Useful Settler. He is to be placed on his land, the boundaries of which and the Conditions of his parcel are to be expressed in the Ticket of Location. It is to be clearly understood that the lands held under these Grants cannot be alienated or disposed of until the Grantor shall have resided upon and cultivated a reasonable portion of the same, for the space of three years. Officers will be entitled to a Ticket of Location in the first issuance for Two Hundred acres of Land, upon condition that they cause a Reasonable proportion of the same to be cultivated, and so do not dispose of it - till three years after the Date of the Ticket.
Officers and Men are to receive Provisions for themselves and Families in such proportions as shall be hereafter specified for one year.
Implements of husbandry and tools will also be supplied to them in sufficient quantities, and other comforts according to the necessities of the Individuals.
With a view to carry into full effect His Majesty's Government on this deed, His Excellency has been pleased to appoint -
Alexander McDonell Esquire to be Superintendant. All applications on the part of Claimants for land in Upper Canada are to be made until further notice, to the Officers in charge of the Depot at Cornwall. Passages to the Depot will be ordered on application at the Office of the Quarter Master General for each of these men and their Families, as may have received their Discharges in the Upper Province

Instructions respecting the victualing of Letters in the Canadas -
1st Field Rations to be issued to the settlers upon Returned signed and by an Officer of the Quarter Master General's Department or the Superintendant of the Settlers.
2nd One Gill of Recu to be issued to the Men only. When on March or at the direction of the Superintendant
3rd Wives to receive the same Ration as the Men, Rum excepted.
4th Children each to receive one third Ration, the same as the children of the Soldiers.
5th It being found very inconvenient, and in some cases impractible to return the Women and Children of Settlers by name as formerly ordered, and it not appearing that any good object is attained by so doing. The Command will no longer require Nominal Returns, but issue upon Numeral Requisitions to them as well as to the Men.

No. 1 His Excellency the Lieutenant General Commanding the Forces is please to confirm the following Provisional Appointment of Officers to Superintend the Located Settlers in Upper Canada made by Major General Sir Frederick Robinson Commanding in that Province and Announced in District General Orders.
Alexander McDonell Esquire to be Superintendant from the 4th of July last, and David McGregor Rodgers to be Deputy Superintendant from the 25th of July with the lodging money of a Field Officer and £300 per annum.
Captain R. Bullock Lieut. to be a Receiving Officer at the carrying place with the pay of 5/ pence sterling per day and Garrison Allowances of his Rank from the 5th Sept. 1815 -
Lieutenant Augros McDonell of the Glengarry Regt and Lieutenant McIvor 70th Foot-, to be receiving officers with an allowance of 2/6 of pay per day each. The former from the 17th of July and the latter from the date of his appointment the 23rd of September 1815.
No. 2 Mr. John Caldwell is appointed Surgeon to the Settlers in U.C. with the pay of 7/6 of pay per day and the Garrison Allowances of a Captain.

Additional Instructions to Superintendants of Settlers in the Canadas
It having been represented to me that the Allowance of Provisions to the Families of Settlers in many instances is inadequate to their support, and being anxious to fulfill the intentions of His Majesty's Government by affording every encouragement and comfort to all description of Settlers in Canada, you are hereby authorised in addition to my former instructions to grant to all the Children of Settlers above twelve years of age Half a Field Ration in lieu of one-third as first directed, and you are further authorised to make requisitions from time to time upon the Commissariat for a Supply of Pease, Rice or Oatmeal. Which you will cause to be distributed occasionally to deserving Families in cases of sickness or Infancy in such proportions as you deem necessary.
These Requisitions both for Lower and Upper Canada - are to be transmitted to the Quarter Master General and approved by Him and the Commissariat to Supply such articles as maybe in store.

Sir,
I have honor of acknowledging the receipt of you letter of the 22nd Sept - I earnestly request the surveyors may be instructed to run the concession lines in the several townships watered by the Rideau, without this previous step 9/10 of the settles will never be able to find their lots as not a vestige of a Post or Mark remains to denote them. This has been a source of disappointment which has created a discontent not in my power to remedy.

I shall this morning proceed to Brockville & hope to be able tomorrow to continue my journey to the Rideau. It will be necessary that Provisions be forwarded to Brockville from there to Gastown - it will be necessary that nails, hinges, locks, window glass & putty for the stores and other buildings on the Rideau be sent forward without loss of time. I earnestly and respectfully request that directions may be sent to the Council here to that effect.

Sir,
It will require more time to make out the nominal returns of the discharged men / of the settlers than I was at first aware of, those can be had to the discharges of the men Located in this vicinity, but it will be attended with some difficulty to ascertain the period of services of those in the second Townships, such as Oxford, Wolford, Kitty, Bastard, Marlbro, Montague, as well as the front of Burgess and Elmsly - must also be had to the accounts of the Assistant Commissioner General attached to our Deft. to ascertain the quantity of Rations issued to both descriptions of Settlers who the Locations have been made by the General Orders, their families are not yet arrived, nor can they until the Surveys are finished. No time shall be lost in transmitting these returns but I wish them to be correct. I hope Sir you will have the goodness to be as in mind my being out of cash & that I have some time since requested from Sir Lidway Beckwith a Draft on Mr. Commissary Clarke for £300. I have also stated to him and to yourself the not having received my Barrack Allowances & Mr. D. as well as Mr. _ it is a serious inconvenience the price of labor here is out of all reason in consequence of the difficulty of transporting provisions. I therefore trust that the authority for being allowed a ration for a servant will not be deemed unreasonable the direct necessity of having two houses built has induced me to the contracting for them without authority. Which I hope will be approved of. The state of my health will require my returning for a short time to Brockville. Deprived of every comfort and laboring under every inconvenience my bodily and mental strength cannot bear up much longer. A Water communication from the ------- to Kingston being an object of much importance, every exertion ought to be made to trace it out and settle its margin, to effect this I would respectfully recommend that a person equal to the undertaking be sent from below. The Tay is unquestionably the main branch of the Rideau emptying out of Pike Lake and I am almost certain that the Pike Lake communicates with other waters leading from Loughborough Lake in the rear of Kingston. I cannot and do not depend on any information with what Capt. Sherwood and Mr. Graves give me when extorted from them. I have taken great pains to collects from Indians and others the little which I may have acquired, and am far from being satisfied with Capt. Sherwood's having withheld what information he may possess more than me.

Sir,
I have the Honor to enclose herewith, an abstract Return of Persons located at the Perth Settlement from the 13th July 1815 to the 31st October 1816 Inclusive. Agreeable to a form received from Colonel Myres which came to hand on the 10th Sept. I am sorry it was out of my power to complete those required for the settlements at Glengarry and the carrying place without reference to the office in charge at those places. I have therefore forwarded copies & requested they might be transmitted to Quebec with the least possible delay. Though I think the information may be more speedily obtained from the Returns in the Quarter Master Generals Office as the greater part of them have been forwarded without passing through the Superintendants Office at this place of which I was fully satisfied by examining the papers before I referred them above or below.
You will please to observe that they are completed to 31st of the month instead of the 26th as required by the forum, Returns being usually made up to that period.
28th & 30th Oct. Colonel Myres letter of dates as per margin have come to hand & shall be attended to
1816 Respecting the Location of Mr. McDonald Commt Conductor for 300 Acres of Land in the Glengarry Settlement, In consequence of the bad quality of the disposable lands in his neighborhood could I suppose do away with the Conductors wish to obtain it there, could there be any alteration if he still desires it to get land there.
I have still continued this Man at the Barracks at y/6 fees day as authorized.
Please present the Doctor's Compliments & my own to Colonel Myres for kindness in obtaining an Authority for our Lands.
The alterations respecting former locations shall be attended to as directed. Mr. Morris has been informed that the Payee of His Memorial could not be complied with.
The Authority for Julius Lelievres land has been received (300) acres. Mr. Douglas has not come to hand. R. Daverus is deposited in the Office having been signed before. Col. Myres departure for which I have to present this thanks of myself as well as my brother, and to beg you will have the goodwill to obtain ------ Leave of absence from the settlement and I will see his settling duties complied with. -

In my letter to you of the 26th Octo Requesting the Field Sketches of Bathurst and Drummond for the information of the Head of the Department - which have not yet been furnished I am in consequence compelled to request that no time may be lost in completing the same as also the Plan of the Town of Perth which is much required, with the Field Notes and Sketches of such lands as are now and maybe ready for Settlement by the 24th Instant. By order of Captain Fowler Deputy AssistantQuarterMaster General Superintendant of Settlers, I am directed to furnish you the annexed extract of a letter from Colonel Myers, dated Quebec 20th November 1816 The Governor in Chief and Commander of the Forces having decided on the Enclosed Establishment for the Conducting of the business of the Settlement on the Rideau from the 25th December next. I have received His Excellency's directions to request you will communicate the same to all concerned and give such instructions to the Secretary Mr. Daverne, as appear to you best calculated to forward the good of the Settlement at the same time His Excellency desires that you will close your Accounts as Superintendant to the 24th December next.

In answer to yours of the 21st Octo on the subject of the further continuance of the Deputy Surveyors belonging to the Upper Province, employed at the Perth Settlement which shall be complied with, - Mr. Conger has remained to accomplish the service. It will probably require several lots to obtain this number described fit for settlement.
John Campbell whose memorial you enclosed, has arrived with Son and two other men, which he expected were to be received as settlers also. Enclosed is a list of persons names attached to the British Counsel New York, with a copy of Col. Cockburn's letter, which was received about the same time, with their Memorial, you will be pleased to direct me what shall be done for the other persons, they had been led to expect the same indulgence as other settlers, having come out in the same vessel.
I have forwarded the applications of the Officers at the Perth Settlement for the residue of their lands, at least of those that sent them with the exception of those from Capt. Lelibre & Eugene Holmes, Canadian Fencibles which came to hand a day or two since. I hope you will have received the others before this comes to hand. -----
In answer to your letter of 28th August directing me to report to Thomas Ridout Esquire Surveyor General the Account of Balance remaining in my hands of the £600 received from you. I have to state that none will be left if Mr. Sherwood accepts the small sum remaining. The amounts paid are as follows:

Sir,
I have the honor to acknowledge the receipt of your several letters connected with the duties of the Settling Department at this Post under their respective dates. 1st Enclosing a letter to the Magistrates of this place on the subject of investigating the wants of distressed Settlers at the Perth Settlement, to affect which I have given them all the assistance in my power, by giving up the office and one of the clerks top facilitate their progress. I regret however the gentlemen composing the Board are of opinion that those only who have already received rations for a year and upwards, come under their cognissance, their report will I have no doubt fully explain their motives for making the distinction, but I hope that the same indulgence extended to the persons recommended by the Board will be granted to deserving Bachelors and Emigrants who have not hitherto received any rations, where it appears that their improvements are such as to warrant taking security on their lands The cases will be few and it is now only that this measure could be resorted to with safety, as the persons present at this season no doubt intend to remain upon and struggle with every difficulty to retain their lands. If the latter class of persons distress cannot be taken into immediate consideration I hope that in the ensuing spring something may be done for them, as many possessing the greatest industry have been compelled to sell a maintenance in the neighboring Townships during the winter season, at the expiration of which I expect they will return to just in their spring crops, and to prepare for getting in fall grain. Should this further extension of Independence to the Settlement meet His Excellency the Comm. of the Forces approbation I would beg that the Board now assembled be requested to inquire into the claims of the above described persons.

Sir,
I have the honor to submit for the favorable consideration of His Excellency the Commander of the Forces the very distressed state of the families of Discharged Soldiers and Emigrants, Settlers residing in the Rideau Settlement during the present inclement season of this year. Few having but very little bedding (if any more) than what they received from Store. High Due blanket to each man and woman, and one do to every two children, the latter proportion is indeed very small, and should His Excellency approve of the extension of the same indulgence to the children yet unsupplied as has been done to the Families directed by your letter of the 25th November last - it would greatly add to their comfort. Their houses are indeed very open and cold and the proportion of bedding allowed is not sufficient to make them in any degree comfortable. The number of children entered in our Books are 1164 and would require to complete them with a Blanket each about 500 blankets having already received the half proportion required in addition to which 89 have been issued by Special Authority. The families of Officers being already supplied in a double proportion are not included in the above quantity.

By a communication received from the Superintendant of Settlers at Quebec I am directed to tell you in possession of the 25 acre lot forsaken by John Crampton on your entering into an arrangement to pay to the said Crampton the full value of his labor and expense now incurred on said lot the amount of which is so estimated by two respectable persons one of whom it is desired shall be a Magistrate - I am further ordered to reserve such quantity of said lot - on the banks of the River as shall be decided on by yourself and Doctor Thom, as sufficient to prevent further difficulty from the overflowing caused by his Mill Dam, which on the above arrangements being made. I shall be ready to enter your location and erase that of Crampton.

Sir,
I have the honor to acknowledge the receipt your letters of date as per margin. 2 of the 2nd & 1 of the 5 Aug 1817.
Our directing Mr. Bell to receive a double allowance of Implements and Building materials and authorizing the sum of 50£ per annum to be paid him from the period he had commenced teaching, and to be included in my quarterly accounts for the same, also stating that a stove should be issued by the Barrack Department at Fort Wellington, the whole of which has been made known to him and shall be attended to by me.
Your letter of the same date, directing that Emigrants arriving from Great Britain & Ireland shall receive land in the settled townships where they desire it, and that soldiers receiving rations shall be located in the New Townships, shall be attended to.
