Rabbi Ingber discusses the phrase "practice makes perfect," and that it is really "practice makes proficient." He points out that you have to practice in everything to become good at it. He uses the example of coming to shul every week and learning Torah as a type of practice. From the Torah, he uses the example of the instructions to light menorah. God does not tell the priests to "light" the candles but rather to "elevate" them. They need to practice to make sure the flames stay lit and have it rise from the candles.
