Rabbi Ingber preaches the idea of revelation leading to revolution--and that the most effective revelations and revolutions are delivered through whispers rather than loud exclamations or yelling. His example from the Torah is how God delivers the revelations (prior to the Ten Commandments) via quietly. And also that Moses's father-in-law talks to him intimately before going up Mount Sinai. He also references when the prophet Elijah goes to Sinai and hears whispers as well--and not a loud booming voice.
