Clegg offered the FM-21 as a means for operators to move off the crowded 2 meter channels to the relatively wide-open spaces on 220 MHz. The FM-21 used one crystal per channel. It supplied both receive and transmit frequencies, as well as an automatic 1.6 MHz offset in the repeater mode. Power output was 8 watts.
