The Utica Communications Corporation was located in Chicago. They made equipment for other companies and put their own name on some pieces. For example, Utica made this same device for Olsen Electronics as the Olsen Six RA-570. See separate entry. The Utica version was often packaged with an external VFO (V-650).
The ad in CQ, Apr 1964 (p. 4) says "new improved circuit," but does not say how.
