Johnson was born May 11, 1871, in Waltham, Massachusetts, and was initiated into Monitor Lodge there in 1892, serving as its Master in 1902-03. He rose through Grand Lodge office as District Deputy Grand Master of the 5th District (1904-05), Grand Marshal (1906-08), and Senior Grand Warden (1909) before his election as Grand Master in 1914. A lawyer, he served as Dean of Boston University Law School from 1935 to 1942 and authored the landmark history Freemasonry in America Prior to 1750. He later became Sovereign Grand Commander of the Supreme Council, 33rd degree, Northern Masonic Jurisdiction, a post he held from 1933 to 1953, and he spearheaded Masonic-funded research into schizophrenia. Johnson died December 18, 1957, in Boston.
