Wragg was born June 9, 1882, in Needham, Massachusetts, to English-born parents, and received his degrees in Norfolk Lodge there in 1913, serving as its Master in 1921; he was also a charter member of Nehoiden Lodge, organized in Needham in 1929. He served as District Deputy Grand Master of the Brighton Fifth District (1939) and Deputy Grand Master (1940) before his election as Grand Master in 1945. His varied career included work with the Samuel Ward Company stationers in Boston, surgical elastic manufacturing in Philadelphia, real estate and insurance from 1915 to 1940, and finally the presidency of Charles Walton & Son, Inc., an elastic fabric manufacturer, from 1933 until his retirement in 1949. He was deeply engaged in Massachusetts civic life as a Needham selectman, state representative and senator, State Senate President (1937-38), Needham town moderator, High Sheriff of Norfolk County, and president of Middlesex College, now Brandeis University, and he served as Grand Representative of Virginia from 1940 until his death on May 13, 1959.
