Context

A similar photo is captioned "Frank Gleason building concrete seawall at mouth of Moore's Creek." Frank Gleason had two brothers: Edward L. Gleason and William "Will" Gleason. The second man in the photo is likely Frank Gleason's father Henry Gleason (1856-1943) who was also a concrete contractor. Moore's Creek flows from Goshorn Lake and passes by the Peterson Grist Mill.
