Observation about Douglas from November 1931 report:
"CITY IN GENERAL
GROWING. PREDOMINANCE OF NATIONALITY: American. PRINCIPAL INDUSTRIES: Basket factory, Fruit raising and resort. TRANSPORTATION FACILITIES: None. STREETS: Are paved in mercantile section. Other streets only fair, some sandy. STRUCTURAL CONDITIONS: 75% of the built on area in the mercantile section is of frame construction. Buildings are one and two stories high. Highest building 30 feet with two stories. There are two built up blocks and 29% of the block areas are built upon. General condition of walls and parapets only fair. Wood shingles are not permitted in the area under hydrant protection. CONFLAGRATION HAZARDS: Mild. CLIMATIC CONDITIONS: Severe cold weather in winter. Practically no exposures to mercantile section."Create Date
