A neck accessory for a dog [presumably, from the amount of dog hair still attached to it]. A rectangle of loosely-woven black linen or cotton has been pleated up, cummerbund-style and sewn into an oblong piece at each end. A black cotton twill tape is attached at each corner of each end.
