Metal gouge (similar to a chisel but with a shaped cutting edge) probably of cast steel. Wooden handle of hardwood--possibly beech?
Out-cannel cutting edge. "Gouges are made on similar lines to chisels, but the blade is hollow in cross-section for cutting curved surfaces. ... There are two main kinds of blade: those with the grinding bevel outside--known as _out-cannel"; and those with the grinding bevel on the inside and known as "in-cannel". In general out-cannel gouges are used for the hollowing out of curved, saucer-like depressions." p. 211 Dictionary of Tools. R.A. SALAMAN. Boatbuilder's gouge because of size.Acquisition
