Sheriff Tom Swartz of Lane County. Grew up in Springfield seated as school board member for number of years. His father owned a meat market in Springfield."
This photo is also found in the LCHM archive, their description: "Sheriff C.A. "Tom" Swarts posing with two illegal stills discovered at 1291 West 2nd Avenue in Eugene, Oregon, when one of them caught fire. The stills were described as one having a 75 gallon capacity and the other having a 35 gallon capacity. From its condition in the photograph, it appears that the fire occurred in the larger still. Although Prohibition had been repealed in 1933, before this event, it was still illegal to make liquor without a license."Acquisition
