Jay Swofford believes it is the Welfare Club, gathered in front of Francie's Beauty Shoppe in Wendling, Oregon. Behind them is one of the Wendling beauty parlors. It was operated by Frances "Frankie" Stewart. The sign reads "Frances Beauty Shoppe". It was operated out of the last house on the east end of F row. F row was directly across the road from the Methodist parsonage, which still stands today
