The man in the photo is Officer Owen J. Gartland, one of the two officers put on trial for the death of Nellie Hale in 1922. This case was notable for becoming a state Supreme Court case, State of Missouri v. Gartland (304 Mo. 87, 263 S.W. 165), which redefined Culpable Negligence in Missouri state law.
