Scope and Content

A Memorandum from Missouri Division of Mental Diseases Director to All Superintendents, Operational Regulation No. 78. Subject: Filming of Patients, dated September 12, 1967. The document is inside a clear plastic 3-ring sheet protector.

Context

The following memorandum was received from the Attorney General's office: "Personnel of the Division of Mental Diseases are urged to be extremely careful in filming patients. Only those patients for whom you have previously obtained the permission of the parent or responsible person such as their guardian or both, if possible, should be utilized in the film. In this particular, we wish to note that the superintendent of the institution where the patient is confined does not have any authority to grant permission to film a patient unless he has been appointed that patient's guardian. "Any film which may have previously been produced but, for whom you have not obtained the consent of the parents and/or guardian, should not be exhibited until the appropriate authority has been received. As a possible alternative, the features of the patient for whom you do not have consent for filming could be blocked out so the patient cannot be identified." Please be sure that the above is strictly adhered to by your hospital personnel.
