Context

A. The envelope has no 'to' or 'from' information, nor a postmark. The postage is USA 42. It has a green background of trees with a black profile of an Elk in the foreground. B. The article is from the Linn's Stamp News, the print date is not available, but it seems to be around 2008. It was written by by Jay Bigalke. "Postal Service contract ends for envelope-maker Mead-Westvaco" Mead-Westvaco's 44-year run of printing and manufacturing Unites States stamped envelopes will officially end in September. The Williamsburg, PA., firm has held the exclusive contract for producing U.S. stamped envelopes since June 1964. Linn's learned of the change from Postal Service spokesman Roy Betts in mid-March. Betts stated: "We conducted a competitive bidding process that included technical and pricing evaluations. It was determined that Ashton Potter was the best value for the Postal Service. "Mead-Westvaco is on contract with us through the remainder of fiscal year 2008." Printer Ashton Potter of Williamsville, N. Y., will become the supplier for U.S. stamped envelopes beginning with the 42¢ Elk stamped envelope to be issued May 2. Mead-Westvaco an Ashton Potter will both manufacture the 42¢ Elk stamped envelope. It is not known how production of the envelopes will be split, nor have details of the varieties planned for the 42¢ Elk stamped envelop been reported. It is also not known which printer will manufacture the 42¢ Great Seal Official mail stamped envelope to be issued June 20. A picture of the stamp is at the top of the second column, below it reads: "Two printers will produce the 42¢ Elk stamped envelope. This likely will be the last stamped envelope Mead-Westvaco produces as a Postal Service contractor."
