An empty Official Mailenvelope

Context

The return address is the Bureau Of The Public Debt. The envelope has a plastic window for the receiver's information, but the envelope is empty. The stamp is a blue 'Official Mail USA E with the Unite States Great seal in the center. It is postmarked Washington DC MAR 22 1988 with FIRST DAY OF ISSUE between that and the stamp. The left side reads 'Official Business Penalty For Private Use $300'; below is a colored picture of an American Eagle.
